Government Computerization
Naga City, Camarines Sur
1996 - Outstanding
Local Administration
and Management

In Naga City, the local government unit had a dream of creating an effective and efficient management system that will allow them to streamline business transaction processes, provide a dependable database for more effective decision-making, and make the city administration more responsive to its citizen’s needs.

A program was then designed with three key components; namely, the management information system, geographic information system and minimum basic needs database. Because of this program, Naga City was able to establish a local database of household population for every barangay. All important activities of the city government had been computerized. And support functions were also in place, as all line departments had access to technical assistance for all their hardware and software needs. By integrating revenue generation and social development, the local government was able to deliver excellent services to its citizens.

Program beneficiaries include the city managers, the 27 barangays and the people of Naga particularly the following sectors: business, government, academe, urban poor, landowners and private citizens. Software systems that are currently in use include personnel information; payroll and index of payments information; assessment data base on lot parcels, buildings machineries, their classification and owners; real property tax; urban poor affairs billing systems including family profile of lot awardees and history of amortization payments; permits for building construction, electrical, plumbing and occupancy; tricycle drivers violations information; and civil registry information.
