      The town of Peñablanca was once considered a ghost town as it was isolated from the regional growth centers in Cagayan Valley. The Peñablanca Integrated Program for Economic Enterprise (PIPEE) was thus initiated to link Peñablanca with the provincial and regional growth districts in the area.

      The PIPEE is an integrated approach to employment generation and poverty alleviation through infrastructure building, credit, technical assistance, marketing, rural electrification, agriculture development, and policy support.

      Since the program began, close to 150 trainees in enterprise development programs have set up their own businesses. Roads and bridges in Peñablanca have been repaired and a municipal training and trade center has been constructed. Peñablanca has now become one of the most dynamic and progressive municipalities in Cagayan.
